InsightMeter(視榜) is an educational research platform from To You Education (Hong Kong) Limited that helps readers study forecast accuracy under fixed rules and read public market disclosures—such as insider Form 4 activity and institutional 13F snapshots—with more filing literacy and less tip-sheet noise. InsightMeter organizes public information and historical scoring outcomes for learning; it does not provide personalized investment advice or guaranteed returns.
Who runs InsightMeter
InsightMeter is owned and operated by To You Education (Hong Kong) Limited, a Hong Kong company that builds educational research tools around public market disclosures and measured forecast track records. The public site at insightmeter.site is the web face of that work: long-form guides, a methodology page, glossary definitions, and product screens that organize information already available through channels such as the U.S. SEC’s EDGAR system. We are not a broker-dealer, not a licensed investment adviser for personalized recommendations, and not a tip sheet publisher. When you read About, you should leave with a clear operator identity, a clear product purpose, and a clear list of what we refuse to claim.
Day-to-day, the team maintains educational copy, scoring definitions, and data pipelines that normalize public filings and forecast outcomes under fixed rules. Corrections are welcome at inquiry@insightmeter.site when a public guide or methodology statement is factually wrong. Product and account questions can also use the addresses listed on the Contact page. Social channels exist for updates; primary documents and our methodology page remain the source of truth for how we define hit rates, horizons, and disclosure vocabulary.
Hong Kong context matters for operations and billing language you may see on Pricing (for example HKD plan labels), but the educational guides focus heavily on U.S. disclosure forms that appear in retail research worldwide—Form 4, Form 13F, Form 8-K, Schedule 13D/G, Form 144, and related filings. Readers in Asia often follow U.S. issuers via ADRs; we publish a dedicated guide on ADR versus ordinary-share traps for that reason. Operator location does not convert InsightMeter into local licensed advice in any jurisdiction.
What InsightMeter teaches
Five educational pillars show up across the product and the free guide library. First, forecast-accuracy literacy: public predictions should be scored under explicit horizons, universes, and benchmarks, not remembered as vibes. Second, insider-transaction literacy: Form 4 line items, codes, footnotes, 10b5-1 plan language, Form 3/5 bookends, and Form 144 notices answer different questions than a headline that says “insider bought.” Third, institutional snapshot literacy: 13F holdings are lagged quarter-end pictures with amendments, share-class traps, and comparison pitfalls—not a live blotter of “smart money” trades. Fourth, event-and-fundamentals context: Form 8-K item codes and a focused XBRL fundamentals subset help place ownership and forecast notes beside material-event and accounting snapshots for covered issuers—with stated CIK-width limits (~591 / ~494 order of magnitude), approximate history windows, and no full-market claim. Fifth, Form D / exempt-offering literacy: private placements and related notices with offering amounts, exemption items, issuer entity/state, and Verify on EDGAR—within loaded quarters (~472,993 offering rows; filed ~2020-07-01→2026-09-30; source_quarter ~2020q3–2026q3; pre-2020q3 empty for the current loader).
The guides hub is designed as a research library: start-here paths, worked walkthroughs, filing calendars, falsification habits, watchlist/binder workflows, and deep dives on individual form types. You do not need a paid account to read those articles. Free signup unlocks limited interactive views so you can practice the same vocabulary on live tables; deeper history and exports sit behind paid tiers described on Pricing. Soft invitation: create a free account if you want to explore the dashboards after you finish a guide—not because a guide is incomplete without a purchase.
Inside the product, screens may summarize institutional holdings, insider histories, and forecast scorecards. Those screens inherit the same humility rules as the guides: cite primary accessions when claims get specific, separate filing date from event date, and refuse guaranteed-return language. If a marketing sentence ever sounds louder than methodology.php, trust methodology and write to us.
We also teach process, not only forms. Combining disclosures, keeping a personal forecast journal, spotting recycled “smart money” social threads, and building falsifiable checklists after noisy weeks are skills. Education here means slower reading with better citations—not faster tips.
Methodology philosophy (high level)
Our methodology philosophy is deliberately boring: define the question, fix the measurement window, document the sample, and publish limitations. Forecast scores are descriptive summaries of past predictions under rules we can state in public prose. They are not promises that the same accuracy will continue. Insider and 13F views organize public filings; they do not claim to see private negotiations, all derivatives, or every related account.
When backtests appear, they inherit the same constraints as live scorecards: horizon choice changes the story, survivorship can flatter results, and benchmark choice matters. The public Methodology page and related guides (including backtest-versus-live scoring and reading forecast scorecards) exist so readers can audit the spirit of the rules even when they cannot see every engineering detail. We prefer explicit incompleteness over mystic certainty.
Editorial standards for guides follow the same spirit. Articles explain what a filing is and is not, include checklists and common mistakes, use fictional worked examples instead of tip-sheet tickers, and link related literacy pieces. Last-updated dates and rolling review help keep the library honest as forms and market practice evolve. Factual error reports with a URL and source are treated as maintenance work, not as debate club.
Data pipelines will always lag reality in places—13F reporting windows are the classic example—and secondary tables can contain mapping errors. Education means teaching readers to verify identity (issuer, CIK, share class) and to treat product screens as pointers back to primary documents. That pointer mindset is a feature of the philosophy, not a disclaimer afterthought.
How new SEC datasets are sourced (and what they are not)
InsightMeter’s authenticated tables—line-level Form 3/4/5 insider transactions, Form 8-K event indexes, an XBRL fundamentals subset, and Form D exempt-offering notices—are built from public SEC materials and issuer identity glue (CIK↔ticker via sec_company_tickers / edgar_submissions). Product screens include verify paths back to EDGAR so readers can check primary accessions instead of treating a secondary row as the last word.
Coverage is education-first and honest about limits: 8-K event indexes currently cover on the order of ~591 CIKs; XBRL fundamentals cover on the order of ~494 CIKs for a focused tag subset; cached EDGAR submissions cover on the order of ~300 CIKs. Approximate windows (verified 2026-10-11 HKT; subject to loader refresh): 8-K filings about 1999 through recent 2026; XBRL company-facts end dates about 2018 through Sep 2026; Form 3/4/5 line tables are market-wide by quarter with filings about 2018-01-02 through 2026-09-30 (~1,773,788 submissions); Form D offerings filed about 2020-07-01 through 2026-09-30 (~472,993 rows; pre-2020q3 empty for the current loader); stock_prices about 2018-01-02 through 2026-10-09 (~9,678,121 rows). Derived insider_summary_new remains as of 2026-06-07; predictions unchanged; macros Treasury/SOFR/BLS as shipped. Wider and deeper than the early pilot—still not every U.S. company. Filings lag, amendments exist, and pipelines can miss rows—so methodology and guides teach verification habits rather than omniscience.
Soft invitation only: free guides teach the vocabulary without payment. A Free account lets you explore short teasers on the dashboard (including Form D). Pro (HK$40/mo via Stripe) unlocks longer Form 4 / 8-K / fundamentals / Form D lists plus CSV on stated history for covered issuers—never because we promise returns. Corrections: inquiry@insightmeter.site. Operator: To You Education (Hong Kong) Limited.

Form D dataset (exempt offerings) — coverage honesty
Form D is a notice of certain exempt offerings—often associated with private placements under Regulation D and related federal exemption pathways. It is not a public IPO prospectus, not a Form 4 insider trade, and not a tip sheet. InsightMeter’s authenticated research view can show Recent Form D offerings with education labels (industry group, federal exemption items, amounts) and Verify on EDGAR links so readers can check the accession.
Honest snapshot (approximate; verified 2026-10-11 HKT; subject to loader refresh): form_d_offering holds on the order of ~472,993 rows and joins form_d_issuer on accession. Loaded filed dates currently span about 2020-07-01 through 2026-09-30 with source_quarter about 2020q3–2026q3; pre-2020q3 is empty for the current loader. Soft Free/Pro gates match the Form 4 / 8-K / fundamentals pattern: Free sees a short teaser; Pro/Elite unlock longer lists and CSV. API documentation lives in FORM_D_OFFERINGS_API.md on the public site repository.
Empty [] (or an empty Recent Form D panel) when a ticker or CIK has no Form D in the loaded quarters is normal—many listed companies simply have no notice in that window. That emptiness is not a sell signal and not a broken page. Soft CTA only: explore Free teasers to learn the columns; upgrade to Pro (HK$40/mo) only if your binder needs longer Form D history and CSV. No return guarantees. Operator: To You Education (Hong Kong) Limited · inquiry@insightmeter.site.

What InsightMeter is not
InsightMeter is not a brokerage, does not execute trades, and does not hold customer securities. It is not personalized investment, tax, or legal advice. It is not a service that “guarantees alpha,” “guarantees returns,” or sells certainty about next week’s prices. Rankings and hit rates describe historical scoring under fixed rules; they can change when definitions, samples, or horizons change.
We are not a substitute for reading primary SEC filings when a decision depends on a specific accession. We are not a rumor desk, not a pump channel, and not a place that invents fake phone numbers or unverifiable office theater. Company identity is To You Education (Hong Kong) Limited; contact is handled by email as listed on Contact. If someone claims to be “InsightMeter support” on an unsolicited chat app demanding passwords or deposits, treat that as fraud hygiene—not as us.
Paid plans unlock deeper tables and history; they do not unlock secret non-public information, and they do not convert educational summaries into suitability-tested recommendations. Soft sell only: if the free guides already answer your literacy questions, stay on Free until you know which workflows you actually use. Hard-selling Pro is not the purpose of About.
- Not brokerage services, trade execution, or custody.
- Not personalized investment advice or guaranteed performance.
- Not a tip sheet that turns every Form 4 or 13F line into a buy/sell order.
- Not a replacement for primary EDGAR documents when accession-level claims matter.
- Not legal or tax counsel on Rule 144, Section 16, or any filing regime.

我們的使命
Every public forecast worth citing should be trackable under explicit rules, and every filing-based claim worth sharing should survive an accession check. We build tools and guides so transparent data—and transparent limits—can support clearer research conversations.
Mission in practice means publishing the rules beside the scores, teaching filing literacy beside the tables, and keeping Contact and correction paths visible. Transparent data only empowers smarter decisions when readers also learn what the data cannot see—reporting lag, amendments, share-class traps, mechanical insider codes, and survivorship. Our mission is incomplete without those limits stated in public.
Hong Kong company context
To You Education (Hong Kong) Limited operates InsightMeter from Hong Kong. That context explains why support hours are often described in Hong Kong business days, why some pricing copy uses HKD, and why Asia-based readers following U.S. EDGAR clocks appear in our workflow guides. It does not mean every page is about Hong Kong-listed securities, and it does not create a physical walk-in research desk for walk-up stock tips.
Cross-border readers should expect U.S. disclosure vocabulary (Form 4, 13F, 8-K) taught in plain English with Traditional and Simplified Chinese UI strings where the lang system provides them. Educational content packs for newer guides may ship in English first and merge into other languages until translations catch up—the same pattern used for recent guide expansions.
For partnerships, press, or education collaborations that need a company name on a record, use To You Education (Hong Kong) Limited and inquiry@insightmeter.site. For legal notices, put “Legal” in the subject line as described on Contact. We do not invent unverified street addresses on this page.

Where to go next
If you want definitions and scoring principles, read Methodology. If you want form literacy and research workflows, open the Guides hub—start with the start-here path, then branch into Form 4, 13F, 8-K, and falsification articles. If you need to reach a human about corrections, accounts, or partnerships, use Contact. Privacy and Disclaimer explain data handling and risk language; FAQ covers common product questions.
New learners often benefit from a simple sequence: About (this page) → Start here guide → one form-specific guide → Methodology → free signup to try a dashboard with humble expectations. That sequence builds vocabulary before screenshots. Skipping to viral captions without accession habits is how thin understanding recreates itself.
We publish for readers who want public-market research education with operator transparency. If that is you, welcome—read slowly, cite primary documents, and email us when something on a public page is wrong. If you want guaranteed tips, this is the wrong site, and we will keep it that way on purpose.
